Resolution

Microsoft Outlook 2003

1. Open Microsoft Outlook and click on Tools > Options > Mail Format tab.
2. Under Message Format click on the Internet Format button.
3. Under HTML options ensure the When an HTML message contains pictures located on the Internet, send a copy of the pictures instead of the reference to their location check box is selected.
4. Restart Microsoft Outlook.

Microsoft Outlook 2007/2010/2013/2016

The following steps involve modification to the registry. Serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the following article number to view the article in the Microsoft Knowledge Base: 322756 How to back up and restore the registry in Windows.

1. Click Start > Run. Type regedit and then click OK.

2. Navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Office\{Version}\Outlook\Options\Mail

Note: The {Version} key will change depending upon which version of Microsoft Outlook is installed:

Microsoft Outlook 2007: 12.0
Microsoft Outlook 2010: 14.0
Microsoft Outlook 2013: 15.0
Microsoft Outlook 2016: 16.0

Eg: For Microsoft Outlook 2016 the path will be
HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Options\Mail

Note: If this registry path does not exist, you can create it manually.

3. Create a new DWORD (32-bit) Value called Send Pictures With Document

4. On the Edit menu, select Modify and change the value from 0 to 1.

5. Restart Microsft Outlook.
Note: With Microsoft Outlook 2013/2016 the default behavior has changed. When the value is not present, it will behave as if the value is set to 0 rather than 1. So the default is to always send a link rather than embed the images.
